Background

Healthcare For Generations (HFG) is a local NGO working closely with local communities, implementing partners, Government of Kenya and public-private partners at county, and national level. The main mission of the organization is to inspire and empower Kenyan youth to live healthy and productive lives through evidence informed interventions and partnerships.

HFG is the Strategic DREAMS partner under USAID Tujitegemee OVC & DREAMS project funded by USAID Kenya and East Africa, through Ananda Marga Universal Relief Team (AMURT). Tujitegemee aims at increasing access and demand for quality HIV prevention services to targeted OVC and their families; and to contribute to a reduction of new infections by 40% among targeted Adolescent Girls and Young Women (AGYW) aged 9-24 years in Kilifi and Mombasa Counties.

Location: Mombasa County.

Title: Project Finance Officer Reports: Finance Manager.

Duties and Responsibilities.

The main responsibility of the Project Finance Officer will be to ensure that financial procedures and due process are followed across projects and ensure compliance to HFG, Donor rules and Kenya regulations. The Associate will also ensure completeness of documents for reporting purposes.

Specific Duties and Responsibilities

  • Assist in reviewing source documents to ensure they are complete, accurate and within the laid down policies and procedures.
  • Assist in preparation of projects cash flow forecasts and funds requests in line with activity plans for the various projects.
  • Assist with the production of monthly financial project reports for the various projects under her responsibility
  • Assist with processing payments for suppliers and project activities including uploading the payments on bank system
  • Updating financial information on HFG accounting software system.
  • Ensure timely review, follow up and reconciliation of cash and travel advances for staff with valid documentation within stipulated period for submission.
  • To receive and review project activity requests, and ensure they are approved and processed on time.
  • To prepare payment vouchers and ensure that all payments are made in line with accepted procedures
  • Track and monitor the field office expenditure against the budget to ensure the funds are spent within the donor agreed budget
  • Ensure that all projects’ funds received are promptly deposited.
  • Check to ensure that all the payments for field activities are made against the set deliverables.’
  • Ensure that inventory records, requests and deliveries are appropriately processed and maintained.
  • Ensure statutory deductions are filed and paid on time
  • Assist in preparation of periodic (monthly, quarterly and annual) financial reports for the project and the donor.
  • Assist in preparation of periodic audit exercise for projects (internal and external audits).
  • Undertake proper filing of finance and other documents and ensure safe keeping at all times.
  • Assist in the procurement process for the office requirements
  • Ensure a conducive working environment for all staff at the HFG head office and at field level by ensuring requisite financial resources are provided
  • Ensure proper maintenance of Petty Cash and Petty Cash Books
  • Perform any other assigned duties by the supervisor.

Required Skills & Qualifications

At a minimum, the Finance Officer need to have:

  • Bachelor of Commerce/Admin/Business Management in a relevant discipline, such as Accounting, Finance or a related field with knowledge/skills in GAAP and Financial Information System
  • CPA II and above is an added Advantage
  • Four years working experience, three of which should be in a similar position,
  • Experience in implementation of a USAID related program will be an added advantage
  • Knowledge in USAID Rules and Regulations
  • Proficiency in financial software and Microsoft Office Suite.
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
