Job Summary

The Finance Manager will provide high-level financial management support, contributing to strategic decisions within the Senior Management Team. The role involves ensuring timely reporting and compliance with donor requirements, overseeing financial variance analysis and cash flow management and preparation of  financial proposals. S/he will ensure the organization adheres to relevant legislation and provide periodic financial updates to senior leadership. S/he will also oversee subgrant management, procurement compliance, and offer financial advice on budget revisions and forecasting.

Additionally, the Finance Manager will manage monthly reconciliations, salary payments, and ensure that contractual and legal obligations are met. Prepare donor financial reports, monitoring program expenditures, and supporting internal and external audits, ensuring financial transparency and accountability.

Specific Roles and Responsibilities of the Finance Manager

  • Contribute to overall strategic and operational management of the organization as a member of the Senior Management Team
  • Ensure HFG is up-to-date on all relevant legislation in Kenya and areas of operations
  • Participate in the recruitment and line manage relevant Finance/Administration staff, in accordance with good organizational practice
  • Manage all financial and administrative issues related to HFG
  • Report to the Executive Director on a monthly basis (HFG cash book, status of budgets and financial situation, etc.), and to Board of Directors quarterly, to enable decision-making
  • Provide financial management advice on revisions of budgets, preparing periodical forecasts and any amendments needed
  • Monitor petty cash and bank balances to ensure sufficient funds are always available depending on program needs
  • Manage and reconcile the bank and cash accounts, prepare weekly cash counts and monthly financial records including cashbooks, to be submitted to the Executive Director, ensuring financial and resource accountability and effective management for records as required for auditing
  • Disbursement of cash advances and reconciliation to ensure recovery
  • Control of salary payments to staff, including tax liabilities, reconciling the same and monitoring medical expenses, subsistence allowances, mobile phone usage, etc.
  • Collection and filing of regular financial reports and budget records
  • Monitor ongoing levels of expenditure on individual programs as against budget, and provide timely advice of likely over or under-spends
  • Participate to, initiate staff meeting and staff training
  • Establish/refine and implement administration and logistics procedures in line with organizational requirements
  • Establish/refine and manage all procure and logistics activities
  • Supervise the administrative needs of the staff including flight bookings, obtaining legal documentation, visa renewal, medical evaluation, medical coverage, etc.
  • Ensure that contractual commitments (e.g. for the rental of vehicles and/or premises) are expressed in forms appropriate for the circumstances
  • Ensure that all necessary legal requirements are met, e.g. obtain vehicle registration, work permits, import licenses, and such, by liaising with government agencies
  • Supervise the administrative needs of the staff are met in a timely manner and in compliance with laid down policies and procedures
  • According to budget availability and following HFG objectives, participate in relevant sections of projects linked with administrative issues (capacity building, team building, workshops or training sessions for HFG staff and other NGO partners) etc.
  • Supervision of cash books and bank books management
  • Responsibility for all local accounting of all programs and grants
  • Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the programs
  • Consolidation of various projects accountancies on computerized software
  • Preparation of audits (general audit, donors’ audits)
  • Prepare the consolidated budget for all grants.
  • Represent HFG budgets and finances to relevant stakeholders when requested
  • Prepare donor financial reports in line with donor reporting requirements
  • Any other duty as requested by HFG  management

Required Skills and Qualifications of the Finance Manager

  • Bachelors of Commerce or B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting,
  • A qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of five years’ experience in a similar position, preferably with an NGO.
  • Excellent analytical skills with ability to make sound judgment and decisions.
  • Very good planning, monitoring and organizational skills.
  • Ability to work collaboratively with other teams.
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Solutions and results oriented
  • Knowledge of the USAID and other public donors’ regulations highly preferred.
  • Substantial budgeting, budget/expense analysis, and accounting experience.
  • Knowledge of local law in taxation and local regulatory reporting procedures.
  • Ability to manage staff.
  •  Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, experience using an ERP/accounting software.
