Background
Healthcare For Generations (HFG) is a local NGO working closely with local communities, implementing partners, the Government of Kenya, and public-private partners at county, and national levels. The mission of the organization is to inspire and empower Kenyan youth to live healthy and productive lives through evidence informed interventions and partnerships.
HFG is implementing DREAMS under the USAID Nuru Ya Mtoto Project, funded by USAID Kenya and East Africa, through PATH Kenya in Migori County. Nuru Ya Mtoto aims at increasing the use of quality county-led, county-owned, and county-managed health and social services for OVC and Adolescents Girls and Young Women to reduce new HIV infections and gender-based violence. The project is being implemented in close collaboration with and in support of county health management teams, the Ministry of Health, and other host-country public and private partners, including the departments of children services, non-governmental organizations (NGOs), community-based organizations (CBOs), and public health facilities.

Job Title: Ward Coordinator (WC) – 11 positions
Reports to: Project Officer
Ward Coordinator (WC) Roles and Responsibilities
The main role of a WC is to manage and ensure the implementation of the DREAMS Core Package of Interventions at the ward level. S/he is responsible for the achievement of DREAMS targets and objectives. The Core Package includes services under the following four categories: Empowering Girls and Young Women (EGYW), Mobilizing Communities (MoCom), Strengthening Families (SF) and Reducing Risk in Male Sex Partners (PART).
Specific Roles and Responsibilities:
- The DREAMS Ward Coordinator will play the role of the local DREAMS representative, linking the project to ward level stakeholders including parents and guardians, local administration, security services, MoH, MoE, DCS, gender and youth, CSOs, FBOs, CBOs and private sector platers;
- Working with county government partners (MoH, DCS, MoE, Youth and Gender), local CSOs and FBOs, CBOs, parents/guardians and enrolled AGYW, identify and establish adequate and appropriate safe spaces;
- Guided by the vulnerability criteria, s/he will lead the identification and enrolment of vulnerable adolescent girls and young women aged 10-24yrs (including eligible OVC) for DREAMS interventions based on the age-based vulnerability criteria;
- Working with county government partners (MoH, DCS, MoE, Youth and Gender), local CSOs and FBOs, CBOs, parents/guardians and enrolled AGYW, the WC will identify and recruit DREAMS Mentors based on the PATH Mentors Selection and Roles guide, recruit DREAMS Ambassadors, EBI facilitators and data clerks. H/she will coordinate the work of mentors, facilitators, DREAMS Ambassadors and data clerks in the wards, keeping records of their activities and work-plans;
- Lead the training of Ward Coordinator Assistants, mentors and facilitators, DREAMS Ambassadors and data clerks, managing their day-to-day support to the safe spaces;
- Ensure adequate EBI facilitators are engaged and trained;
- Ensure timely, complete and correct data entry in the DREAMS Service Uptake Forms and DREAMS Database;
- Ensure AGYW data is filed, stored securely and accessible for retrieval and data review;
- Be the resident coordinator of the Safe Spaces, ensuring that they are equipped and stocked with DREAMS manuals, tools, codes of conduct for working with children, implementation SOPs, games and sports commodities and necessary electronics;
- Working with mentors, facilitators, DREAMS Ambassadors and AGYW, he/she will set up appropriate safe space schedule of activities and services;
- Undertake routine trainings including ongoing DREAMS update training, LIVES First Line Support for Survivors of Violence, SRH, etc. as guidance by PATH;
- Ensure adherence to the ethics, rules and regulations set to regulate the behavior of everyone working with AGYW at the safe space;
- Present the DREAMS Monthly Ward Narrative and Data Report besides hosting periodic review meetings with mentors, DREAMS Ambassadors, facilitators and data clerks;
- Document and disseminate lessons learnt, challenges, successes and best practices;
- Represent the project in local stakeholder meetings and working groups.
- Support and mentor the ward coordinator assistant to register youth-led CBOs as well as run safe space activities
- Ensure all DREAMS targets and deliverables in the allocated wards are achieved
Minimum Required Skills and Qualifications
- Diploma in social studies, Community Development, education or equivalent;
- Experience working with youth in a rural community preferably in Migori County;
- At least one-year experience working with CBOs, NGOs, Government Ministries and other partners;
- Experience in collecting field data, maintaining project records, and preparing reports;
- Experience in HIV, AIDS, and adolescent reproductive health programs is an added advantage;
- Organizational and administrative skills with considerable knowledge in computers;
- Possess pleasant personality, with strong oral, written and interpersonal communication skills, sociable, approachable, confident flexible, open minded & extrovert personality;
- Youth friendly and able to communicate in a free manner with youths;
- Role model, mature but youthful person, who is current with youth related issues;
- Ability to communicate well, including excellent presentation skills and networking
- Confident and able to work independently to produce results
- Well versed with partners and youth partners within the allocated wards.
